Most Jedi in the 2003 series had never encountered him before, and they had no effective way to deal with him. Also keep in mind Grievous was superb at psychological warfare. He often would wait to make an entrance when Jedi were already in a weakened/fatigued state from days of fighting against already overwhelming odds.
Why isn’t the Clone Wars series as popular as the movies?
Because the 2003 2d Clone Wars was written by George Lucas but the execution (aka the animation) was made by Samurai Jack’s creator (forgot his name) without Lucas’ supervision since Lucas was busy working at the Revenge of the Sith movie. As such, the series doesn’t match the vision Lucas had of his world.
