Why did Sidious not take maul back?

He saw maul as a threat to his power. Maul had broken the rule of two which states that there can only be two Sith in the galaxy at any time. Because maul took savage as his apprentice, he had become dangerous to ignore at that point. Sidious had to elimate this loose end lest it become a thorn in his side later.

Why did Sidious leave Maul alive?

Sidious was especially there in order to defeat the rising power that became the two “brothers”. Sidious knew that Maul was using Oppress as an apprentice and so that became his #1 threat. Which is why Sidious swiftly killed Oppress but left Maul alive.

Savage is the older brother, to feral and maul, not the other way around.
