Only elves (and Gimli) can go to Valinor. Elrond’s family being half-elves have a choice between embracing their elf side or human side. Elrond choose to embrace his elf side, therefore he was able to travel to Valinor. Arwen choose to be human for Aragorn, therefore removing her opportunity to go to Valinor.
