Was Sasuke Kage level when he fought Itachi?
With his fight with Danzo, he improved his fighting skill and gained experience and all but at the end his vision was troubling him a lot. So not even at that point was he at the level of kage. But when he took Itachi’s eyes and got his EMS, he was definitely at Kage level (not the srongest Kage tho).
Why isn’t Shino a jonin?
Even though Shino and Ino have great abilities, they are not yet Jonin material. They both have great sensing/intel-gathering abilities and they are both fairly smart. However, their fighting is not above chunin level. This is a large factor in being promoted to Jonin.
Why is Sasuke still a Genin?
Sasuke never got to retake the Chunin exams again, because the Chunin exams that Konohamaru took were after Pain’s attack on Konoha. When Sasuke came back after the fourth great ninja war, he left to atone for his sins. Thus, this explains why he is still a Genin.

Is Sakura a Genin?
As a genin, due to her focus on her studies, Sakura lacked any particular combat skill, other than the basic skills she learned in the Academy. This greatly limited her role in missions, to the point where she frequently noted how much she relied on her teammates, Sasuke and Naruto.
