1: Yes. Linux can be used for graphic designing. I use Inkscape(vector work) and Gimp(raster painting + Photo editing and touchups) on Linux for almost 99\% of my graphic design work right now. This includes branding+logos, posters, brochures, huge Billboards and Banners.
