Technically, no. The Earth that was created after the destruction of the Marvel Multiverse in the Incursion storyline is not technically Earth 616, since it contains components of other pre-Incursion Earths. This Earth exists in the Eighth Cosmos, the successor multiverse to the pre-Incursion Seventh Cosmos.
