How can Rock Lee walk on water without ninjutsu?

Rock Lee is a taijutsu user and he can open inner gates, which shows that he can control the flow of chakra. That’s why he is able to walk on water.

How come Rock Lee Cannot use ninjutsu?

Rock Lee can’t use ninjutsu because it doesn’t come naturally to him. He can form enough chakra for small tasks like walking on water, but Rock Lee was not born with the ability to express that chakra through ninjutsu or genjutsu. Focusing all his energy back on to his physical body allows Lee to open his inner gates.

Can might guy not use ninjutsu?
