The problem has been compounded by the easy availability of whiteners. The Delhi Police does not act against its sale as it is not a banned substance. Also they do not clamp down on those who sell whiteners to children despite knowing fully well that the substance would only be used for addiction.

What Whitener contains?

It is sold in small bottles along with a diluter, which is mostly an organic solvent (hydrocarbon) like toluene, trichloroethylene , bromopropane, methyl benzene, all of which are alcoholic, inflammable products with a pungent smell.

NEW DELHI: The Delhi government’s health and family welfare department has banned the sale of correction fluids, whiteners, thinners and vulcanised solutions to children below 18, unless they are accompanied by adults or carry permission letter from school.

Taking note of the rising problem of drug abuse among children through the use of commonly available thinners and whiteners, the Delhi government has notified the ban on production and sale of correction fluids, thinners for erasing purpose and even nail polish removers.

Whitener inhalation addiction is the first step towards drug addiction. Last month, the Delhi government implemented a ban for OTC sale of white ink and is punishable as per the new Juvenile Justice Act, 2015.
