Why do empty batteries charge faster?

When charging batteries, the cell impedance results in overpotential which raises the cell voltage above the open circuit potential. When cell is discharged (empty) and voltage is low, the overpotential can be increased more with higher current to avoid raising the cell voltage above critical threshold.
