What would happen if we all had superpowers?
Granting everybody superpowers would effectively remove the “super” prefix, rendering them simply “powers”, or genetic behaviours – like how some people can roll their tongue while others are double-jointed. Only, some people would be able to fly, while others have telepathy.
How would the government react to superheroes?
The government will probably be very apprehensive about accepting a superhero and “supporting” him, because that would mean that they will have to let him/her in on many issues and confidential matters of the government.

Can the government stop Superman?
Superman -by very definition could not be stopped by standard US Military weapons. If he existed, kyrptonite based weapons might exist as well, but any real weapon would be useless.

However, with the release of Action Comics #9, his name was revealed to be Calvin Ellis. He also had the Kryptonian name of Kalel. There was previously another black Superman in Legends of the DC Universe: Crisis on Infinite Earths (Feb. 1999).
