The Oath of Fëanor was an oath taken by the Elf Fëanor and his seven sons to non-negotiable enmity against any person who would take a Silmaril or keep it from them, early in the First Age.

He is the only Elf specifically prohibited by the Valar from reincarnating. His crimes and misdeeds simply were too great. He is still in the Halls of Mandos, waiting. He will be re-embodied only after the Dagor Dagorath when the Silmarils are recovered.

Reality: The Arkenstone is not a Silmaril. First, Tolkien wrote that the two lost Silmarils would remain lost until the end of Arda. One of them being found by the Dwarves would contradict this. The Sons of Fëanor and their followers settled in East Beleriand defending the open region which was named the March of Maedhros. But Elwing refused to surrender the Jewel, and the Sons of Fëanor attacked her and the Elves of Sirion. Maedhros and Maglor had the victory, but both Amrod and Amras were slain.
