Ymir Fritz (ユミル・フリッツ Yumiru Furittsu?) was the progenitor of the Eldians. When she was a young girl, she awakened the power of the Titans and became the first Titan, the Founding Titan. After she died, her spirit was split into the Nine Titans.

The theory is that if you don’t ingest the serum properly or get the full dose the transformation will be botched in some way. Normal titans are humans injected with normal titan fluid, making them normal sized.

Why can’t Eren’s Founding Titan expand?

Firstly, the big problem with Eren’s Founding titan is that it was born from a decapitation. As you can see in this picture, the Founding titan spine creature literally jumped out of Eren’s body to connect to his head the moment Zeke caught it. Very nicely done btw Zeke. Now you can see here that the spine creature can expand itself.

Did Eren turn into a Titan when he was shot?

No. Eren was gonna do it anyway. HOWEVER!!! Eren’s Founding Titan form was caused by Gabi I think. When Eren was shot, his head was split from his body. He entered the paths and convinced Ymir to allow him to trigger the Rumbling.
