Has anyone had a growth spurt at 17?

Absolutely. I had a coworker who was 5–8 when he graduated high school at 17 and in two years time he was 6–0 and had added 45 lbs. So even later than 17 is possible. It is rare to have the kind of growth at that age but it does happen.
