The Romans were able to “conquer” large parts of Germania, briefly. They were unable to HOLD it for any length of time. The reason stemmed from the region’s “backwardness.” There was no central government or central power through which the Romans could operate.

Why didn’t the Romans conquer Scotland in the Roman Empire?

The mountainous terrain of northern Caledonia has also been considered as a barrier to conquest but, as Breeze points out, the ranges are no greater than those found in other parts of the Empire, such as Spain or the Alps.
