To ‘root’ your Android phone (i.e. gain administrative access), you’ll need to unlock your bootloader first. Here’s some basic information. A locked or unlocked bootloader is what gives you access to “root.” “Root” is another big word in the Android community.

Ofcourse it is not possible to install any custom rom or custom recovery with out unlocking the bootloader. But that’s the thing if your bootloader is unlocked then any thief can boot your phone to fast boot mode and can install any custom recovery or any custom rom on it which would give him the access to all your data.
