How did Gandalf expect Frodo to get into Mordor?

Gandalf did not “expect” Frodo to get into Mordor. Frodo was the Ring Bearer and the Company of the Ring was commissioned to help him on the way to Mordor and to (mutually) protect the Ring and the Bearer.
