Fugaku was the only person who Itachi thought would not be able to kill. So the chances are Fugaku is stronger than Itachi, as we know when Fugaku was alive Itachi has just got the Mangekyo Sharingan , but on the other hand fugaku got it a long time ago and must have mastered it pretty well.
