A CHEAP 850w like an EVGA GA850, cannot handle a 3090. A GOOD PSU like a RM850x can handle it with no problem.

The 3080 and 10900K can run on a 600 watt PSU just fine You would not be able to overclock the 10900K on 600 Watts with a 3080, or the 3080 itself. I recommend at least 750W for 10900K+3080, more if you want to overclock.
