Two reasons, Gaara and Neji. Kakashi had to improve Sasuke’s strength and skills to survive Gaara. The one month training was solely aimed towards that goal. On the other hand, Kakashi didn’t expected the current l Naruto to win against Neji.

Kakashi cares for Naruto a lot, but in the beginning of the Naruto series he did not like Naruto at all. He wasn’t putting in a lot of effort into training Naruto that much but, he would still try and save him. He was taught by his friend Obito that you should never abandon a comrade or a friend.
