There is a mini series written on the cover- page of One Piece Manga which tells that Enel has finally reached the Moon and encounters with a group of robots and pirates. Why do people think Enel will return?
He has power but nobody to rule over, since the robots are artificial. He probably has a weapon and nothing to destroy. He will become disillusioned and bored, which will motivate him to return to the sky or the blue sea stronger than ever looking to set a plan in action to rule over everything.

Will Enel ever return to one piece?
If by return to One Piece you mean to the ongoing story then the answer is no. Towards the end of Skypea arc we saw Enel make his way towards the moon on his ship that he got working again.
Can Enel go back to marijoies?
Enel would come back down to the Blue Sea and into Marijoies along with Captain Spacey and the Automatas. Of course, the Gorosei knowing about Enel’s abilities and little knowledge about the Void History will given privileges and right to reside in Marijoies, in which they can control him.

Enel was apparently born in a sky island, and in which after discovering the history of his ancestors, the Birkan, originating from the moon which he refers to as the “Fairy Vearth”, decided to devise a plan to go to the moon and claim it as his own.

Enel, after spending enough time on the moon, would ultimately return to the Blue Sea because of one thing: After inspecting and finally figuring out the meaning behind the carvings in the moon, he would realize that the moon people gone down from the moon to the blue seas and lived there.
