What is fine-tuning in philosophy?

The term “fine-tuning” is used to characterize sensitive dependences of facts or properties on the values of certain parameters. Technological devices are paradigmatic examples of fine-tuning.

To understand fine tuning, imagine that you are sitting in front of a control panel with dozens of dials. To allow life, each dial — which controls one property of nature in the universe — must be fine-tuned to a specific setting within a very narrow range.
