Is it okay to steal?
If someone took items from their rightful owners the cultural norm is that it is okay to steal it and either use it for righteous purposes or to return it to those in need. If you have made a proper purchase and the property is denied, then theft is allowable.
Why is it important to not steal?
It can literally be that hard to survive. By stealing from someone, you reduce their survival. Optimum living requires balanced exchange between income and outgo, for the health of the person. If you eat but become constipated, it’s bad for you, to the point it could even kill you if not remedied.

Is it stealing if you return it?
Returning the item doesn’t negate the original act or crime. Stealing is usually considered a deliberate act. So if you accidently grabbed the wrong purse or satchel or whatever and then returned it when you realized what happened you wouldn’t likely get in any trouble.
