Note that they don’t care for the colonial regions at all – A Brazilian CN will colonize provinces in La Plata or Columbia if the conditions are met. 1. They only colonize if they have the money for it. This seems to be no problem, though, as your CN use their colonist. 2. They only colonize provinces adjacent to one of their provinces.
