What reading people means?

In general, reading someone means taking a look at them (and it doesn’t just have to be a cursory glance) and knowing something about them without them saying anything at all. It’s a feeling you get from looking at them and from observing the way they stand, the way they look around, the way they move.

It’s easy to read someone you’ve known for decades, or for over a few months or years if that person is completely transparent (as told by Eric Lauritzen below) then it wouldn’t be difficult to read them. But for people you’ve just met, it could be possible to know them but I think it would loose the mystery a bit.

It’s hard to enjoy reading — or even to absorb enough of the plot — if you’re only reading a few minutes before you fall asleep each night. Allow yourself the luxury of time to indulge in a book, an hour or two at a sitting. Immersing yourself in a book is a different experience than nibbling at it piecemeal.

The ability to read others will greatly affect how you deal with them. When you understand how another person is feeling, you can adapt your message and communication style to make sure it is received in the best way possible.
