Is USB 3.1 the same as USB C?
USB Type-C is a new type of USB connector interface. To summarize, USB 3.1 generally refers to the latest USB data transfer standard while USB Type-C is for a new USB connector type. A USB Type-C port is not necessary to support USB 3.1 data transfer.
Is 2 USB ports enough?
It depends a lot on the other connections that a laptop offers. If the USB ports were Type-C ports that also carried Thunderbolt signals having two USB ports is probably enough (possibly even one with the right hub or docking station).

There is an internal USB 3.0 and USB 2.0 for the front panel.

I would get a 3.5″ or 5.25″ USB3 front panel and plug it in to the header. I would leave USB2 front ports non-functional before giving up USB3. If you really, really need more USB2 headers, you should be able to buy a PCI/PCIe card which probably give you one header + two in the back.
