You can’t withdraw the money nor transfer the money to any other Ad Manager. Facebook will keep it with them….From the top of my head, you have three options:

  1. Create a new Business Manager account and copy your ad account.
  2. Transfer your Business Manager account.
  3. Delete your Business Manager account.
