Unlike the Uchihas after overusing the sharingan, the Hyugas don’t go blind from using the byakugan. There was a filler episode where Hinata experienced temporary blindness after training with Neji. With rest, their eyesight is restored.

No, it just so happens that the only people that use the Chidori are Sharingan users. The Chidori was created by Kakashi Hatake before he received his Sharingan, however he couldn’t use it efficiently or safely until he got his Sharingan. Can Kakashi copy Kekkei Genkai?
