Do ICSE students get into IIT?

If you mean direct admission to IITs because of your ICSE background, then the answer is NO. IIT admissions are only through JEE advanced.

Can ICSE students appear for JEE?

JEE may appear to be easy for ICSE students because the preparation requires a lot of hard work and that is something most ICSE students are already doing. The coursework in ICSE is huge and if you do not work hard and maintain a schedule, then you will lag behind and score poorly.
