IRCM systems are based on a source of infrared radiation with a higher intensity than the target. When this is received by a missile, it may overwhelm the original infrared signal from the aircraft and provide incorrect steering cues to the missile. The missile may then deviate from the target, breaking lock.

That’s because when the signal from a target at the center is evened out it goes to zero, so if the missile is tracking properly it has little signal to work with. As the flare moves away, the aircraft’s signal remains low but the flare’s becomes huge, drawing the missile away from the aircraft.
