Yes, every single immortal being within Arda eventually envied Men for the awesome gift Gift of Death that Eru Ilúvatar bestowed on them. That included the Valar, the Maiar and every single elf, including Ingwë.
Do Elves marry humans?
Elf-human marriages of any sort were very rare. There are only three marriages noted between the Eldar and Edain (Beren and Luthien, Idril and Tuor, Arwen and Aragorn) and one marriage between a Man and a Silvan Elf (Imrazor and Mithrellas).

Do elves have multiple lovers?
Elves marry only once (with only one known, very special, exception), but there’s no rule about them loving only once. Some held that it came of love itself, and of the freedom of each fea, and was a mystery of the nature of the Children of Eru.
