Can I use a step up transformer to charge an electric car?

Nope. Even if you could find a suitable transformer, the 120V outlet can’t handle the load. The car is already putting as much load on the 120V outlet as it can safely handle when you plug in the included EVSE at 12A (~10-12 hour charge time from drained.)
