While Sparta was a small exclusive Country of the best men-in-arms ~all the citizens for the war~ the Romans had an inclusive policy which made the other Latin people Citizens of the Rome ~an permanent expanding state~ so that the can have all right and privilege like normal Romans except for the right to vote.
