Who protected the Shire?

The Shire, and Bree as well, were protected for the last centuries of the Third Age by the Rangers. These men, also called the Dunedain, are the remnants of royal and noble families after the fall of the three northern kingdoms that, at the end of the Second Age, comprised Arnor and were ruled by Elendil himself.

Do rangers protect the Shire?

The Dúnedain of Arnor/the North became the Rangers, and they secretly protected the Shire and Bree, essentially the citizens of their former kingdom. Essentially, the Thane of the Shire is in a similar position as Denethor, Steward of Gondor: ruling in abence of the King, and awaiting the Return of the King.
