Do you have to be Force-sensitive to be a Jedi?

Yes, to become a Jedi you have to be Force-Sensitive, without it, you can do nothing that a Jedi is supposed to do. So if you’re just a regular person, you can never train to be a Jedi.

Can non Force users be Jedi?

Non-Force sensitives can work for the Jedi, like Jackar Bowmani, from the Clone Wars. He always dreamed of working for the Jedi and he did work for them as a worker in the hangars. He apparently had to pass entrance exams to even work there.
