How did Sauron control the Nazgul without the ring?
Nazgûl were slaves bound to Sauron’s will by their Rings; they had little free will of their own. Their Rings were subject to the One Ring, but once a Nazgûl was fully transformed into a wraith, Sauron didn’t need to have the One Ring to control them.
