It’s called “Smart Network Switch” which can be found in SETTINGS > WIFI > MORE > Smart Network Switch, turn that crap OFF if it’s on. It is normal. As long as you see the wifi symbol it is using that as the data source (unless receiving a MMS message which is a picture/video text from people). It is normal.
