How does the One Ring control the other rings?

The Ring’s primary power was control of the other Rings of Power and domination of the wills of their users. The Ring also conferred power to dominate the wills of other beings whether they were wearing Rings or not—but only in proportion to the user’s native capacity.

How did Sauron control the other rings?

Disguised as a benevolent entity called Annatar, Sauron taught the Elven-smiths of Eregion, led by Celebrimbor, how to craft the rings. Their wearers could be controlled by the wearer of the One, and if the One was destroyed, their own powers would fade with the power of the Rings under the One.

Eventually Talion is betrayed by Celebrimbor and Eltariel, who then wears the New Ring while they go to Barad-dûr to confront Sauron. The New Ring is subsequently cut from Eltariel’s hand, and Celebrimbor is forcibly fused with Sauron.
