I think the diplomacy options in EU4 are 10000\% better than EU3 (you can actually negotiate with your allies, interact with your vassals, etc.) and the merging of spies and diplomats made the game feel much more streamlined. Also no more cascading alliances, the bane of EU3 diplomacy.
