What is solar time and how it is different from the standard clock time of a country?

The local time is measured using the clocks set according to the time zone of each location. This is based on the meridian that the location chooses, which is also called the line of longitude. Whereas solar time is measured using a sundial, which can be created quickly and requires daytime for measurement.

Why is mean solar time used?

Mean solar time, kept by most clocks and watches, is the solar time that would be measured by observation if the Sun traveled at a uniform apparent speed throughout the year rather than, as it actually does, at a slightly varying apparent speed that depends on the seasons.
