Not every universe has a Galactus, though. Smaller dimensions and worlds that exist within timelines or may cross between timelines can certainly lack a Galactus. The Dark Dimension, Crimson Cosmos, Microverse, Hell, and the pocket dimensions that exist in the gaps between universes do not have their own Galactuses.
